Search for Shopify help and you'll meet a wall of labels: Shopify Partner, Shopify Expert, certified, Plus specialist, official agency. They sound like credentials, and merchants reasonably assume they're ranked. Mostly they aren't. Here's what each label actually means, so you can weight it correctly — and note that Shopify renames and restructures these programmes fairly regularly, so check the current details on Shopify's own site before treating any of it as decisive.
"Shopify Partner"
This is the one most often misread. A Shopify Partner account is free to create and open to essentially anyone — developers, agencies, app builders, affiliates, someone who signed up last week. It gives access to development stores and partner tooling.
What it tells you: they build on Shopify professionally enough to have an account. What it does not tell you: that anyone vetted their skill. "We're an official Shopify Partner" on a homepage is not a qualification, and treating it as one is the most common mistake I see merchants make.
The Shopify Experts / Partner directory
Shopify also runs a public marketplace-style directory where merchants can find partners to hire. Getting listed involves more than a free signup — Shopify applies criteria around track record and quality, and listings carry reviews and specialisms. That makes it a genuinely useful place to find people, and the reviews are real signal.
Caveats worth knowing: inclusion is a filter, not a guarantee of fit for your specific job; the directory skews toward agencies and larger studios, so plenty of excellent independents aren't in it; and criteria change over time. Use it as a shortlist source, then vet as you would anyone.
"Certified"
Treat this word carefully. Shopify has offered various training and certification programmes for partners over the years, and there are also third-party courses that issue their own certificates. A certificate shows someone sat a structured programme, which is mildly positive. It does not demonstrate they can deliver your project — nobody hires a developer for their exam results.
The practical test: ask what the certification covered and when they got it. A specific answer is fine; a vague one suggests a badge collected for the website.
Every label answers "did this person complete an administrative step?" None of them answers "will this person solve my problem well?" Only relevant examples and direct conversation answer that.
"Plus partner" and tier language
Shopify has historically had elevated tiers for agencies with a strong record on Shopify Plus, under names that have changed more than once. For a large enterprise project, an agency at that level is a reasonable signal of capacity and process. For a mid-size store's integration or theme work, it mostly signals that you'll be paying enterprise rates for a job that doesn't require them.
Agency, studio, freelancer, contractor
These describe business shape, not skill:
- Agency / studio: a team with multiple disciplines and project management. Higher cost, more capacity and continuity.
- Freelancer / contractor / independent: one person, direct contact, lower rate, narrower skill set.
- "Collective" or small network: loosely grouped independents. Can be excellent; ask who specifically does your work.

What is actually worth weighting
- Relevant, verifiable work. Live stores you can open, doing something like your job, with a clear account of their role.
- A merchant who'll vouch for them. Ideally one you found, not only ones they offered.
- How they scope. Precise questions and a written scope beat any badge.
- Willingness to disagree with you. Reliable proxy for experience.
- Responsiveness before money changes hands. The best version of their communication you'll see.
A fair use for the labels
They're not worthless — they're just weak evidence. Directory listings and reviews are a decent shortlist source. Partner status confirms someone works on the platform properly. Plus-tier status is meaningful at enterprise scale. Use them to build a list, never to end the evaluation.
Bottom line
"Shopify Partner" is a free signup. Directory listings involve some vetting and are useful for finding people. "Certified" is minor. Business-shape labels tell you about cost and capacity, not competence. Shortlist with the labels if you like — then decide on relevant examples, references and how the conversation goes.
